The International Airport Terminal of Education
JV-Campus is a national-level online education platform built to function as an international gateway to Japanese higher education. Based on policy from the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the project builds on the achievements of initiatives such as the Top Global University Project, and is positioned as the next generation of Japan's All-Japan framework.
We define JV-Campus as "the international airport terminal of education." Learners from around the world gather at this platform-as-terminal, engage with Japan's diverse educational content, and set off from there toward study abroad and advanced learning — with JV-Campus serving as the hub for that journey.

From Competition to Co-Creation
As education continues to go digital, universities are being called on to open their educational resources to the world rather than keep them within campus walls — a shift we call "opening up the market." Rather than have individual universities compete in isolation, JV-Campus provides a space for co-creation, bringing educational resources together in the cloud on an All-Japan basis to raise the profile of Japanese education as a whole.
By consolidating the knowledge held by universities, institutions, and companies nationwide and sharing it with the world through a common platform, we are building the infrastructure Japanese higher education needs to be chosen internationally.
Features and How They Work
Individual Institution Box
Each participating institution receives an owned-media feature called an Individual Institution Box. It lets a university set up its own booth (base) while maintaining its own brand, and use it to share educational content, introduce itself, and post seminar and study-abroad information.
Certification of Learning Outcomes
The platform goes beyond simply posting information and educational content: it can also issue Open Badges 3.0/2.0, an internationally standardized form of digital certification. This lets learners visualize their own achievements and put them to use in internships, job hunting, study abroad, and other settings.
By bringing together "content delivery" and "certification of learning outcomes" into a single system, we have built a foundation that contributes directly to learners' career development. JV-Campus's Open Badge issuing system follows the guidelines of the Japan Micro-credential Consortium (JMICRO), and supports the detailed metadata needed for use by higher-education institutions.

Joining JV-Campus doesn't require a fully polished set of educational programs from day one. We recommend starting small — sharing whatever materials or activity records you already have on hand. What matters most, we believe, is simply taking the stance of opening your educational work to the world.
The Campus, Ten Years From Now
Ten years after JV-Campus has taken root in society, the university campus itself should look very different. Rather than simply a place to attend class, the campus will evolve into a hub for dialogue and co-creation, drawing in people from around the world who became interested after learning online. The university becomes a Knowledge Commons where students, working professionals, local residents, and researchers learn together, and JVC continues to serve as the intellectual crossroads that lays the groundwork connecting this diverse range of people to the university.

Making the Most of Educational Resources
JV-Campus is also useful for supplementing educational resources. As shared content, we deliver lecture videos created by multiple universities across six categories: Japanese Culture, Society, and Regional Revitalization; Global Sustainability and the Environment; International Literacy; Global Health and Medicine; Science and Technology; and Business and Markets.
JV-Campus also includes a mechanism called the JVC Archive, available for creating learning content on the platform, and currently offers access to 140 episodes of NHK WORLD-JAPAN broadcast video.
Accelerating Internationalization
Through actual lecture content, institutional introductions, and research features, universities can use JV-Campus as a digital branch for introducing and guiding prospective international students. This is more than simply posting information: by opening their educational and intellectual work to the world, universities gain a powerful tool for showcasing their appeal, on multiple levels, to learners hoping to study in Japan.
As part of efforts to strengthen international outreach, some universities have used JV-Campus to deliver their own content from the Inter-University Exchange Project and the Program to Create Social Impact through the Internationalization of Universities, using it for joint learning with students at partner institutions overseas. This also functions as bridge education before and after study abroad, improving the quality of the study-abroad experience.

Advancing Recurrent Education
JV-Campus can also be used for recurrent education aimed at working professionals. It includes features that support running recurrent-education courses, such as permission-based enrollment and university-issued Open Badges for those who complete a course. JV-Campus helps create points of connection between universities and a society seeking access to academic knowledge.

Industry-academia programs are underway that combine metaverse spaces with online learning. In this approach, JV-Campus serves as the learning management system (LMS), providing a hands-on space where students and company members from around the world interact in a virtual environment. This hybrid setup makes it possible to experience working across cultures, unconstrained by physical location. Universities can also issue the outcomes of these activities as Open Badges, building a system that connects directly to students' career development.
