At the same time, JV-Campus encourages coordination and collaboration among educational institutions, serving as the foundation from which Japan's higher education is presented to the world as an all-Japan endeavor. a message from the Project Leader of JV-Campus

JV-Campus is an online education platform that shares the educational resources of Japan's higher education institutions, organizations, and companies with the world, widening opportunities for learning across national borders. Behind this concept lies a single question: amid an era of advancing digitalization and internationalization, how should Japan's higher education open itself to the world? In the interview that follows, the Project Leader discusses the role JV-Campus plays and the future he envisions for universities.

The idea of an “international airport terminal for education”

What is JV-Campus (JVC), and what does it set out to achieve?

JV-Campus (JVC) is a national online education platform that serves as the international gateway to Japan's higher education system.
We envision JVC as an "international airport terminal for education." Just as an international airport connects people across borders, JVC provides learners around the world with a gateway to discover Japanese higher education and begin their journey toward studying in Japan.

The “open education market” created by the digitalization of education

How do you view the digitalization of education and the spread of online learning?

We believe that education is now at a major turning point, emerging as an open global marketplace. Traditionally, education was delivered within the closed boundaries of individual institutions. Today, however, learning is becoming accessible to anyone, anywhere in the world.

This digital transformation presents a significant opportunity for universities and industry alike—not only to share their educational assets globally, but also to become active providers of learning on an international scale. JV-Campus has been designed as a shared national platform that enables Japanese universities to participate strategically in this emerging open education ecosystem.

To ensure that Japanese higher education is recognized and chosen worldwide, we view this digital environment not as a space for competition, but as a platform for co-creation. Through an All-Japan approach, we aim to amplify the global presence and value of Japanese education.

Another key role of JV-Campus is the cloud-based integration of educational resources. By bringing together diverse educational content created by universities, public institutions, and industry partners across Japan, and curating and redistributing these resources for global audiences, we seek to deliver Japanese higher education through a scalable platform model.

This initiative is not merely an institutional project—it is a national strategic initiative endorsed by Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT). Building on the achievements of flagship programs such as the Top Global University Project and the Inter-University Exchange Project, JV-Campus represents the next generation of Japan's All-Japan strategy for the global engagement of higher education.

A platform for sharing education, open to the world

What information and services does JVC provide in concrete terms?

JV-Campus offers a comprehensive suite of services that enables universities, educational institutions, and companies across Japan to share their educational resources and institutional information with a global audience.

One of its defining features is that every participating organization can maintain its own dedicated online space within the platform. Through an Institutional Space or Corporate Space, universities and companies can independently publish and update content, engage with prospective learners, and share information such as academic programs and internship opportunities.

JV-Campus also supports the issuance of internationally recognized Open Badges, providing learners with secure digital credentials that recognize their achievements. These credentials can represent micro-credentials, an emerging global framework for certifying specific skills and competencies acquired through learning.

By making learning achievements visible, portable, and verifiable, JV-Campus supports lifelong learning while contributing directly to students' and working professionals' career development.

How university campuses will change ten years from now

Once JV-Campus has succeeded, what do you think Japanese university campuses will look like ten years from now?

Ten years from now, JV-Campus will be fully established, with its impact widely recognized across society. Japanese university campuses will serve two complementary roles: as physical places of learning and research, and as globally connected hubs of knowledge and collaboration enabled by JV-Campus.

Traditionally, a university campus was simply a place where teaching and research took place. Over the next decade, however, it will evolve into a hub for dialogue and co-creation—one that learners from around the world first engage with online before arriving on campus, bringing with them their learning records, experiences, and academic interests.

In this future, universities will no longer be viewed solely as providers of education. They will become intellectual crossroads where diverse knowledge, perspectives, and people come together to create new value. JV-Campus is designed to lay the groundwork for this transformation, helping build the social and digital infrastructure needed to support the next generation of higher education in Japan.

Creating an Institutional Box or a Company Box is about far more than simply having a place to upload content. It represents a commitment to opening your institution's educational vision, expertise, and achievements to the world.

There is no need to wait until everything is perfect. Existing teaching materials, videos, and even the outcomes of past activities provide more than enough to begin your journey.

We encourage every institution to build on its unique strengths and identity, and to use its Box as a platform for sharing its own distinctive approach to education with learners around the world.
